The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are fought: optimistic declarations are delivered from multiple capitals. Considerable effort is devoted on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, no doubt, endure.

Tactical Assessments

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until circumstances change in its benefit.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
